 The U.N.'s most powerful body adopted a resolution Wednesday imposing the measures by a vote of 13-1, with Libya voting "no" and China abstaining. By Bill Varner Dec. 23 (Bloomberg) -- Eritrean government and military leaders accused of being allied with al-Qaeda-linked terrorists in a bid to topple Somalia’s transitional government became the target of United Nations sanctions today. The UN Security Council voted 13-1 to ban the travel and freeze the assets of Eritreans designated by a committee of the 15-nation panel. The measure imposes an arms embargo on Eritrea, authorizes inspection of cargo going to or from the country on the Red Sea, and demands that it settle a border dispute with Djibouti. The UN Security Council has imposed sanctions on Eritrea because of aid it says it has been giving to Islamic insurgents in Somalia. The resolution places an arms embargo on Eritrea, and also imposes travel bans and asset freezes on businesses and individuals. Members of the Eritrean leadership are expected to be affected. The resolution was backed by 13 votes to 15. China abstained while Libya, the only Arab council member, voted against. ADDIS ABABA — Ethiopian Prime Minister Meles Zenawi accused Eritrea on Saturday of "It is going on and on with its creating havoc agenda. The character of this regime is not changing," Meles told parliament.  He said that Ethiopia has done its best to establish a dialogue with its former foe, with which it fought a 1998-2000 border war that left more than 80,000 dead. "We believe in dialogue, we have actually knocked on the door many times and they haven't responded," he said. Ethiopia accuses Eritrea of backing Islamist rebels fighting to overthrow the Somali transitional government, which Ethiopia is helping to prop up. Eritrea denies the accusations. The African Union and the Intergovernmental Authority on Development (IGAD), a six-nation regional grouping, have also called for sanctions against Asmara in recent months. "The evidence (of Eritrea's involvement) is definitive, the need (for sanctions) is undeniable," Ethiopia's foreign ministry said in a statement on Saturday. "Every day the crisis worsens. Neither the region as a whole, nor Somalia in particular, can afford the consequences of failure. Peace and security issues affect domestic as well as regional considerations and all the IGAD states need a solution in Somalia, and quickly."
